Partial asset read/write access is not always required in the secure storage service. Therefore, this capability should be optional and a compile time option to disable partial read/writes should be added.

Tests should also be updated to reflect the possibility of partial read/writes being disabled and also ensure that this capability is tested in the case that it is enabled.
