Support enabling the PS_TEST_NV_COUNTERS build flag without building tests

Description

It could be useful to enable the PS_TEST_NV_COUNTERS flag when not building the regression tests, as this could allow debugging the Default build config without wearing out the HW NV counters.

This is not currently supported because the virtual NV counter implementation is part of the tests, which are not built in the Default build.

This task is to add support for enabling PS_TEST_NV_COUNTERS without the regression tests.
