Align parameters packing method between ns caller and secure caller and implement the secure parameter packing in SPRTL

Description

Non-secure uses different parameter packing method. This leads to different dispatching for these SVCalls.

  • Align the parameter packing method, and use the same SVC number for both Non-secure caller and secure caller.
  • After the SPRTL library is finished, implement the secure parameter packing in SPRTL.
