OP-TEE (Open Portable Trusted Execution Environment) implements the Secure Partition Manager and Core (check here) based on Arm's Secure Partition Manager (SPM) specification. The SPMC in OP-TEE is responsible for managing secure partitions in the Arm TrustZone environment and follows the Arm FF-A (Firmware Framework for Arm A-profile) standard to enable secure world services.
