In the current upstream, UART1 is configured differently from other peripherals, reserved for secure usage in AN521 and AN519 targets.
Change the default behaviour for it to be non-secure, identically to all other peripherals, and create a compile time variable to configure it to secure on targets which support individual security attributes for peripherals.
