Description

Current the panic function freezes system. While the actual purpose is panic the caller.
Create a ticket here to record this to be fixed issue.

As the PSA FF 1.0.0 mentioned in 3.5.2:

For simple systems, it can be more appropriate for the SPM to restart the entire system when a programmer error is detected in either the SPE or NSPE.

Now we restart device as the first stage.
