Configure ethernet bit for NS in PPC config for AN519 and AN521

Description

During PPC configuration in TF-M boot, the ethernet bit is not set in EXP0 for AN519 and AN521 so that Ethernet is unusable from NS.
Any NS app that uses Ethernet for AN519 or AN521 (e.g. the TLS PSK handshake demo) will hit this issue.
